The appropriate machinery for the consider- ation of this issue is of course the F.E. (0) Committee, and we should I think, now proceed with the prep- aration of a paper for that Committee. The preparation of this paper should proceed independ- ently of the consideration which is to be given to the proposals as they now stand in these papers.
